EDM Publishers (a Massachusetts corporation) was founded in 1984 by E. Michael Quinlan, Esq. A graduate of the United States Naval Academy, retired naval aviator, and Vietnam veteran, Mr. Quinlan has over thirty years of experience in the legal publishing industry. President of recently sold Quinlan Publishing Company, he has launched over 50 newsletters, books, CD-Roms and other media, focusing on legal issues facing public officials, including fire service officers, code inspection officers and building inspectors. Mr. Quinlan is an attorney and personally writes considerable numbers of editorial pieces, especially related to illegal construction, firefighter safety, human resource issues within fire departments, and all other legal issues that public officials must deal with. EDM is a national publishing company with narrow focuses on fire service, union grievances, building permits, and public health matters. Building Permits Law Bulletin , launched in 1988, reports lawsuits involving building inspectors, municipal planners, boards of appeal and property owners. Topics include: illegal construction without permits; permit deviation; revocation of permits; appeals of the denial of permits; and claims of entitlement to permit approval. Important lawsuits across the nation are reported in non-legalese terms and explained to the subscriber. At the end of each year, an annual yearbook entitled How Building Inspectors Win In Court is offered to subscribers and non-subscribers. Legal Briefings for Fire Chiefs is the most timely and authoritative legal reporting service, written in plain English for fire chiefs, fire commissioners and other fire service officers. Legal Briefings for Fire Chiefs reports the most contentious fire service lawsuits related to human resources, negligence complaints, and firefighter injuries. We focus on cases that all fire chiefs must be prepared to deal with in a legally correct manner. The enormously high renewal rates give clear evidence that this is a service relied upon by a very large percentage of all active fire chiefs. Fire INSPECTIONS Law Bulletin was first published in 2003 in direct response to the tragic "Station" nightclub fire that claimed 100 lives in Rhode Island. This service is intended for building officials, fire marshals and fire code inspectors and reports how they use the law to enforce the fire code, sanction violators, and effectively conduct fire prevention duties. Fire INSPECTIONS Law Bulletin also reports lawsuits where the testimony and opinions of fire investigators are determinative in assessing responsibility and liability for fire damage and physical injuries.
